Charles Devlin, MPA – Founder and Executive Director
Mr. Devlin is the Founder and Executive Director of Mobility Management Partners, Inc. In 1975, after completing a tour of duty with the U.S. Air Force, he began his transportation career as a part-time special education school bus driver for San Diego City Schools, while pursuing a college degree. After graduation, he quickly rose through the San Diego City School ranks to ultimately become Assistant to the Director. In 1982 he was appointed to direct transportation services for the Los Angeles County Office of Education. In 1991, he founded R&D Transportation Services in order to provide specialized transportation management and consulting services to local education, human service agencies throughout California. In 2009, he founded MMP, a non-profit, R&D sister company, focused on providing mobility management services to individuals with physical, intellectual, and economic barriers to safe, reliable, and affordable transportation services. During his career, he has served as the chair of the Southern California Rapid Transit District’s Citizen’s Advisory Committee as well as a number of regional center vendor advisory committees. He holds bachelor’s and master’s degrees in public administration from San Diego State University, received post-graduate training in transportation management from the University of California at Irvine’s Transportation Institute, and in 2017 he was selected to attend Harvard Business School’s “Governing for Non-Profit Excellence’ on-campus program. Currently, he is President of the Camarillo Ranch Foundation, a member of the Camarillo Rotary Club and a Paul Harris Fellow.
Patricia Avila – Senior Director of Operations
Patricia “Tricia” Avila represents Mobility Management Partners as the Senior Director of Operations, overseeing all operational aspects of MMP’s various projects. Tricia graduated from California State University Long Beach with a Bachelor’s degree in Physical Education and offers over 15 years experience in the health promotion and fitness industry. As a competing college gymnast, and with great interest in the inclusion of people with disabilities in sports, she created a mentoring program for hearing impaired students who had an interest in learning gymnastics. Tricia has designed and implemented adapted exercise programs, for seniors with limited strength and mobility, to increase the overall quality of life through the development of greater balance and core strength through modified exercises. She currently holds certifications as a Specialist in Performance Nutrition and Personal Training.
Monica Marroquin – Travel Training Manager
Monica Marroquin is MMP’s Travel Training Manager, providing supervision to our team of Transportation Mobility Specialists. This team provides individual travel instruction, group workshops, mobility device marking and strapping, and community outreach services for all of MMP’s projects. Monica has extensive experience in these field-based functions, having served as both an instructor and lead instructor for MMP’s Access Services Travel Training program. Monica has been instrumental over the years in developing MMP’s community outreach and group workshop curricula, as well as in developing and refining MMP’s individual travel training model.
Letty Gutierrez – Customer Service Manager
Leticia “Letty” Gutierrez serves as MMP’s Customer Service Manager. In this capacity, Letty oversees MMP’s Mobility Call Center and provides administrative support for various projects. She has also served as the lead travel trainer for the Ventura County area, providing both individualized and group training, as well as providing community outreach through various events and committee meetings. Letty began her career with MMP as a customer service agent, providing phone support and problem solving for various transportation systems throughout the state.
Brenda Craig – Mobility Coordination Manager
Brenda Craig provides management support to MMP’s teams of Mobility Coordinators and Transportation Mobility Specialists, in both Ventura County and Los Angeles County, who provide support to each of MMP’s various projects. Brenda has an extensive background in managing and supervising services for non-profit agencies and has also provided direct coordination support for MMP’s ADA Eligibility Program in Ventura County for several years, adding many innovative improvements to the overall process that have greatly reduced the time needed to process ADA applications. Brenda has over 30 years of experience in transporting time sensitive material within California and throughout the country, as co-owner of multiple transportation companies.
Lori Burke – Senior Human Resources Manager
Lori Burke has been appointed as the MMP Senior Human Resources Manager. She oversees all Human Resources functions for the company and has worked in an HR capacity for multiple industries. Lori comes into MMP with over twenty years Human Resources expertise in a variety of areas including employee relations, performance management, recruitment, benefits and training. Lori is a board member for the Professionals in Human Resources Association (PIHRA) of Ventura County. She is a graduate of California State University, Northridge and maintains her certifications in Human Resources.
